Job Overview:



We are seeking a highly competent Project Construction Manager to lead the construction phase of a major offshore wind project in Japan. This role will focus on planning, interface coordination, constructability analysis, procurement input, and early contractor engagement, laying the groundwork for successful execution of one of Japan's flagship offshore wind developments.




Key Responsibilities:


  • Construction Planning:

    Lead the development of the overall construction strategy, including sequencing, temporary works, site access logistics, marine coordination planning, and interface definitions.
  • Constructability & Risk Reviews:

    Conduct constructability assessments across all offshore work scopes foundations, substations, array/export cables, and wind turbine installation. Identify and mitigate early-stage risks.
  • Interface Management:

    Coordinate between engineering, procurement, permitting, and construction teams to ensure design-for-construction principles are followed. Facilitate alignment between OEMs, marine contractors, and civil/infrastructure partners.
  • EPC & Contractor Engagement:

    Support pre-qualification, tendering, and contract negotiation processes with construction contractors. Review and comment on contractor execution strategies and timelines.
  • Permitting Support:

    Liaise with permitting and regulatory teams to ensure construction planning aligns with environmental, maritime, and local regulatory frameworks in Japan.
  • Schedule Development:

    Collaborate with planners to develop a robust construction schedule, identifying long-lead items, critical path activities, and resource planning.
  • Cost and Budgeting Support:

    Provide construction input into CAPEX budgeting, value engineering, and contingency planning.
  • Stakeholder Engagement:

    Work with local authorities, port operators, utilities, and transmission operators to prepare for site establishment, grid connection, and logistics operations.
  • Safety & Sustainability Planning:

    Develop early-stage HSE strategies, construction safety protocols, and sustainability KPIs in alignment with project goals.




Key Requirements:


  • Experience:


  • 10+ years in construction/project management roles, with at least 5 years in offshore wind or large-scale marine infrastructure.
  • Proven track record in the pre-construction or FEED (Front-End Engineering Design) phases.
  • Education:


  • Degree in Engineering, Construction Management, Marine Engineering, or related technical discipline.
  • Technical Competence:


  • Deep understanding of offshore wind construction methods, marine operations, port infrastructure, and logistics.
  • Familiarity with Japan-specific permitting, maritime, and construction requirements is a strong advantage.
  • Project & Contract Knowledge:


  • Experience working within large-scale infrastructure EPC or multi-contract frameworks.
  • Ability to assess contractor capabilities and influence early-stage execution plans.
  • Language Skills:


  • Fluency in English is essential. Japanese language skills are a significant plus.
  • Certifications (Preferred):

  • PMP, APM, or equivalent project management credentials. Offshore safety certification is a plus.
